JAL and JTA submitted an application to the Ministry of Land, Infrastructure, Transport and Tourism to revise the fuel surcharge for tickets issued from 1 November through 31 December 2026. The new benchmark will be revised to the Zone S level of ¥24,000 and applied in consideration of the government's emergency mitigation measures.
JAL and JTA applied to the Ministry of Land, Infrastructure, Transport and Tourism to revise the applicable amount of the international passenger fuel surcharge for tickets issued from November through December 2026. The application proposes changing the current Zone T benchmark of ¥25,000 to Zone S, with a benchmark of ¥24,000.
The companies explained that the revision takes into account the two-month average Singapore kerosene market price for August and September 2026, the corresponding yen-denominated conversion, and the effects of the emergency measure to mitigate abrupt fluctuations.
The applicable period is for tickets issued from 1 November through 31 December 2026. In principle, the current amounts will not be changed regardless of future aviation fuel price levels. However, the amounts or application period may change depending on the status of government approval.
Adults and children pay the same amount, while infants under 2 are excluded. The same amount applies to users of JAL Mileage Bank international award tickets. No cancellation fee applies to the fuel surcharge upon refund. Details for future periods are scheduled to be announced in December 2026.
