日本管財, a subsidiary of NIPPON KANZAI Holdings Co.,Ltd., has been selected as the prospective operator for a comprehensive management contract covering 120 public facilities in Kumagaya. The contract will run for five years from April 2027 and is expected to streamline the city’s operations by centralising maintenance and repairs.
日本管財 was identified as the prospective contract awardee for comprehensive management services covering 120 public facilities in Kumagaya. The facilities owned by the city include elementary and junior high schools, community centres and children's clubs. The services are scheduled to be provided under a long-term contract for five years from 1 April 2027 to 31 March 2032.
The scope of work includes maintenance, such as inspections and cleaning, as well as repairs. The move is intended to centralise processes that were previously ordered and managed separately by each department, standardise management levels and reduce the administrative burden on city employees. Following an open proposal process, 日本管財 was selected as the prospective contract awardee.
The initiative comes against a backdrop of ageing local-government facilities and fiscal and staffing challenges nationwide, with comprehensive management through cooperation between local authorities and private-sector companies becoming more widespread. Kumagaya City revised its comprehensive management plan in March 2026 and adopted a policy placing emphasis on preventive maintenance.
