Analysis of the Financial System Report released by the Bank of Japan reportedly shifts policy from the previous report and focuses on new risk factors, including AI investment and overseas non-bank financial institutions.
The Bank of Japan's Financial System Report released on 23 October as the October 2026 edition places a different analytical emphasis from the previous April edition. The April edition focused mainly on higher crude oil prices resulting from heightened tensions in the Middle East, overheating in the real estate market and risks associated with real estate lending.
The latest report centers on themes including AI investment, overseas non-bank financial institutions and rising share prices. The Bank of Japan points out that data center investment and generative AI-related investment are expanding amid a global AI boom, increasing the presence of overseas non-bank financial institutions supporting that investment.
As with the IMF, the report focuses on the risks of the AI boom. It indicates that if large-scale AI investment by hyperscalers fails to generate higher returns, Japanese equities could also come under downward pressure. A notable feature is that the report links AI investment specifically to a risk factor.
The report also says there could be an impact on monetary policy. The previous April edition had characterized heightened tensions in the Middle East and higher crude oil prices as inflationary factors that could support hawkish policy management, whereas the latest report shifts its focus to new risk factors.
