Headwaters announced plans to use Microsoft's decision-specialized AI, Microsoft-Decision-1, to integrate its own AI platform and automate business decisions. The company will combine the organization of decision criteria through SyncLect Data Intelligence with Agentic Work Flow, operating the system on an enterprise security foundation.
Microsoft announced its small, decision-specialized AI model, Microsoft-Decision-1, on 9 October 2026. The decision-specialized model does not generate free-form text, instead rapidly returning probability scores for defined options. Domestic examples include PKSHA Technology's track record in AI back-office applications and ExaWizards' strengthened systems integration based on AI agents, with the automation of decision-making operations regarded as a key trend for 2026.
Headwaters plans to combine Microsoft-Decision-1 with its own AI platform to organize and automate decision criteria based on internal rules and past cases. Specifically, it will use SyncLect Data Intelligence to organize the decision criteria, after which Decision-1 will evaluate defined options and select the processing action in numerical form. Finally, Agentic Work Flow will operate actual business systems and AI agents to execute the processing.
Agentic Work Flow has achieved a 99% correct-answer rate across approximately 30,000 task executions. Incorporating a decision-specialized model will further enhance automation. Implementation on Microsoft Foundry is intended to ensure enterprise-grade security and governance, including authentication through Azure RBAC and Microsoft Entra ID.
The company aims to accelerate deployment by accumulating the knowledge it gains as decision assets, including evaluation metrics and the conditions for switching to Human in the Loop.
Headwaters plans to use these decision assets to shorten implementation periods and standardize quality, while building an operating structure that limits the operational burden as the number of AI agents and processed cases increases, thereby supporting the scalability of corporate AI adoption.
