Improving the quality and reliability of generic pharmaceuticals and restoring confidence in the industry

「しかしながら、沢井製薬の九州工場で製造するテプレノンカプセル50mg「サワイ」の安定性モニタリングの溶出試験において、不適切な試験が継続的に行われていたことが判明し、2023年12月に厚生労働省、大阪府及び福岡県から「医薬品、医療機器等の品質、有効性及び安全性の確保等に関する法律」違反を理由とする行政処分を受けました。当該不正が継続して実施されてきた原因について、人的要因に起因する問題として、①安定性モニタリングを軽視する風潮の蔓延、②上司の指示に疑問を持たずに従う傾向、③試験関与者のGMPに対する理解の欠如が、物的要因に起因する問題として、①品質管理・品質保証の観点からの実効的な監督体制の不備、②試験記録管理の不十分さ、③試験を担当する品質管理部の業務過多及び人員不足が挙げられます。信頼の回復に向けた再発防止策として、①今後沢井製薬社長直轄の企業風土改革プロジェクトの立ち上げ、②既存上市品の製造面及び品質面での再評価とその対策実施、③全従業員に対するGMP教育の再実施や、管理職・監督職の責任の明確化、工場の品質管理部門、品質保証部門への社内外からの人材確保推進などの沢井製薬生産本部における再発防止策の実施、に取り組んでまいります。」
