CHANGE Holdings acquired shares in AI developer アウターク and made it a subsidiary, appointing Nishiyama Mizuki (西山瑞生) as CAIO. The company aims to improve productivity and accelerate the transfer of technical expertise by introducing an AI-native development approach across the group.
On 16 September 2026, CHANGE Holdings acquired shares in アウターク, which provides AI-enabled systems development and business transformation support, and brought it into the group. As a result, アウターク Representative Director Nishiyama Mizuki (西山瑞生) will serve as CAIO (Chief AI Officer) of the CHANGE Holdings Group.
アウターク had developed a 3-layer solution combining data interpretation, AI infrastructure development, business-specific AI engines, and continuous accuracy improvements based on a Human-in-the-Loop approach. Its distinctive features also included a delivery model that proceeds to full-scale development after pre-contract PoCs and prototype development.
Through the integration, CHANGE Holdings aims to deploy an AI-native development approach across the company, automate internal operations, and improve development productivity. As Japan's AI market advances from the initial adoption of generative AI toward the full-scale implementation of autonomous AI agents and business process design, CHANGE Holdings plans to expand its offerings to client companies by leveraging アウターク's technology and extensive network.
The newly created CAIO role is intended to bring Nishiyama Mizuki's (西山瑞生) practical experience and AI-native expertise into management and position them as a growth driver for the group as a whole. The company has stated that it will accelerate the development of solutions that structure the experiential knowledge of companies and local governments using AI and put it to practical use in the field.
