Under the strategic investment framework of the Japanese and US governments, Japan and GlobalFoundries have announced plans for Japan to invest up to $21 billion in GF’s Malta, New York plant and for GF to build and operate 2 300mm fabs. The initial investment will be approximately $10 billion, with the first fab targeted to begin operations in 2029.
GlobalFoundries (GF) has been selected as the technology provider and operator for 2 semiconductor plants capable of processing 300mm wafers to be built in Malta, New York, under the strategic investment initiative of the Japanese and US governments. Japan will provide the investment funds, while GF will provide differentiated semiconductor technologies and operational capabilities.
The total project value could reach $21 billion. An initial investment of approximately $10 billion will be made to build the first fab at GF’s Fab 8 site. The site has received the necessary approvals, with construction scheduled to begin in 2026 and operations scheduled to start in 2029. If an additional approximately $10 billion is invested, a second fab is also planned.
The first fab is expected to provide annual production capacity of approximately 900,000 300mm wafers once fully operational. If the second fab is built in the second phase, total annual production capacity could reach approximately 1.8 million wafers. The construction schedule is expected to be shortened by using existing infrastructure at the site.
Tokyo Electron will support the launch of the new fabs, providing equipment and technical assistance. Renesas Electronics plans to use the new fabs’ production capacity as part of its own manufacturing base. Apple and GM, among others, also support expanding semiconductor manufacturing capacity in the United States.
