Under an investment initiative by the Japanese and U.S. governments, GF has been selected as the operator responsible for building and running 2 300mm plants in Malta, New York, United States, with an investment plan of up to $2.01 billion disclosed. The first plant is targeted to begin operations in 2029.
GF announced on 14 October 2026 U.S. time that it had been selected as the operator responsible for providing the technology and running 2 new 300mm plants in Malta, New York, under the strategic investment initiative of the Japanese and U.S. governments. The new plants have a project scale of up to $21 billion. Japan will provide the investment funds, while also providing plant operations and manufacturing know-how. Approximately $10 billion will be invested in the first plant, which is targeted to begin operations in 2029.
The first plant will have annual production capacity of approximately 900,000 wafers, based on 300mm wafers. If approximately $10 billion in additional investment is made, a second plant will be built, adding annual production capacity of up to 900,000 wafers. Once both plants are completed, annual production capacity is expected to reach up to 1.8 million wafers.
A special-purpose entity owned by the Japanese and U.S. governments will finance and hold the equipment and manufacturing tools for the new plants. In addition to providing technology, GF will provide manufacturing technologies including FDX, UX and BCD, and is expected to receive distributions based on EBITDA. GF explained that the investment will help strengthen Japan's semiconductor supply chain.
The project is also planned to receive support including Green CHIPS. Approximately 27,000 jobs are expected to be created in construction and related industries, along with more than 1,000 jobs for highly skilled workers in semiconductor manufacturing.
