INES Corporation will begin selling an AI agent that provides end-to-end support for municipal operations in April 2027. INES Corporation announced that it will begin selling an AI agent support service providing end-to-end support for municipal operations in April 2027. The service will center on implementing an AI agent in WebRings, a comprehensive municipal administrative information system covering the full range of welfare operations, enabling it to address highly specialized welfare-related work. The service is expected to improve the quality of services provided to residents and substantially reduce administrative processing time.
At the same time, demand for municipal welfare support is expanding rapidly as Japan's population continues to experience an exceptionally low birth rate and rapid aging. The number of local government employees declined by approximately 14.7%, from 3.282 million in 1994 to 2.801 million in 2023. While online applications have become widespread, many processes at the operational level still rely on analog work, creating challenges related to the concentration of operational knowledge in individual employees and the associated risks.
INES Corporation will provide an end-to-end solution using AI agents. AI will guide users through applicable systems and regulations, present draft screening decisions, and direct them to the appropriate consultation counter for any procedures required. The solution is expected to improve the quality of counter services and shorten administrative processing times in the field. The company is also developing an application in which AI assists with preliminary screening, including disability welfare certification assessments.
The solution is based thoroughly on a human-in-the-loop (HITL) design, in which AI and municipal staff work together, with AI supporting the final decision-making process. Going forward, the company will promote initiatives aimed at creating next-generation smart municipalities, including business process reengineering (BPR) across entire operations and the use of accumulated data in policymaking.
