A report on the “Energy Conservation 5.0” session featuring Kairi Yabayashi (八林公平) has been released, organizing the issues surrounding data integration and operational evaluation for achieving urban GX.
A report on a session related to “JX Live! 2026,” featuring Kairi Yabayashi (八林公平) as chair of the Japan New Economy Association’s GX Working Group, was released on 25 August 2026. Centered on Energy Conservation 5.0, the report introduces issues including citywide energy optimization using AI and data integration, and how to evaluate performance based on actual operations. The session’s discussion was also reflected in the “JX Declaration 2026,” announced on 18 August.
Energy Conservation 5.0 is a concept that aims to optimize energy use at the city level by advancing data integration beyond energy-saving measures for individual buildings. Yabayashi presented the Energy Conservation 5.0 concept and shared his views on achieving urban GX with other experts.
The session introduced initiatives that use AI control and digital twins to reduce utility costs and CO2 emissions while maintaining comfort. At the same time, challenges to wider adoption included the lack of systems for evaluating energy-saving effects during the operational phase and the need to address the “divergence between ownership and use,” in which the interests of building owners and tenants do not align. Based on these issues, the need for evaluation and certification systems based on operational performance was identified, and policies for using such measures as visualizing ROI, energy consumption and perceived-condition data were presented.
The session’s discussion was reflected in the JX Declaration 2026 announced on 18 August 2026. Yabayashi is also scheduled to continue participating in activities to recommend regulatory deregulation and institutional design through the GX Working Group.
