TISI and Welby, together with Welbyヘルスケアソリューションズ, have formed a business alliance to strengthen regional healthcare collaboration, with WHS becoming an equity-method affiliate of TISI through the subscription for shares in WHS. Going forward, the companies aim to expand regional healthcare collaboration centered on local governments, with PHR integration as the core.
TISI Inc. of the TIS INTEC Group, Welby, Inc. and Welbyヘルスケアソリューションズ, a consolidated subsidiary of Welby, entered into a business alliance agreement on 26 October 2026 to strengthen their regional healthcare collaboration business. On the same date, WHS also entered into a share subscription agreement relating to a third-party allotment, and became an equity-method affiliate of TISI. The 3 companies will integrate their PHR services and aim to expand regional healthcare collaboration centered on local governments.
The background to the alliance includes growing demand for medical and long-term care services associated with the declining birth rate and ageing population, as well as labour shortages and regional disparities. The widespread adoption of PHR services and collaboration among local governments, medical institutions and insurers are important to support people in local communities from health and disease prevention through treatment and long-term care. TISI has provided Healthcare Passport since 2020.
Specific initiatives under the collaboration will include integrating PHR services, sharing customer touchpoints, and combining the companies’ expertise in regional healthcare collaboration to promote joint sales, service development, implementation and adoption. The companies will also work to integrate their PHR platforms and build an infrastructure for data use based on individual consent.
Going forward, the companies aim to accelerate the rollout of services including Healthcare Passport plus and enhance the sustainability of regional healthcare. Nippon Life Insurance Company has expressed its expectations for stronger collaboration among the 3 companies through its investment.
