Change Holdings formally announced its shift from DX to AI (AX). Alongside strengthening its presence in regional areas and its group-wide framework for promoting AI adoption, the company announced the acquisition and integration of the legacy-industry startup Outarc into the group.
Change Holdings announced on 16 September 2026 that it would shift its business from DX to AI (AX). With a view to putting AI into practical use across society, the company will draw on the expertise of Trustbank and E-Guardian in areas including services for local governments and security.
The company explained its demonstration project for AI agents supporting the digitalisation of local governments and introduced initiatives in Nasushiobara and Miyake. In light of challenges including shortages of digital talent, budgets and security, it outlined a policy of expanding from trials in limited areas to broader deployment.
The acquisition and integration of Outarc will become a new business pillar, while its founder, Nishiyama Mizuki (西山瑞生), will also serve as CAIO of the Change Group. The company explained its policy of providing 3 layers: AI platform development, combinations of business-specific modules, and an operations and improvement loop.
E-Guardian also said it would promote an optimal division of labour between AI and people while strengthening measures against online infringements of intellectual property, including Pokémon, and monitoring operations. Through these initiatives, the company said it would promote the wider adoption of AI alongside risk management.
