The risk that the future introduction of an aquaculture licensing system will constrain the acquisition of water rights, demarcated fishery rights and other rights required for aquaculture operations, as well as business operations. Mitigation measures include expanding existing rights ahead of the introduction and increasing the rate of ASC certification.
