A theme driven by growing awareness of and demand for safety and security across society, against a backdrop of strengthened disaster preparedness and the increase in anonymous, fluid criminal groups and other crimes. It addresses changes in the external environment during FY2025–FY2026, covering disaster preparedness as well as crime prevention.
