An initiative to identify and develop prospective tenants, including upper-floor retail spaces, through support for small and midsize business succession, and to put underused local spaces to use by combining investment and financing, PMI, and business development. It later stopped making new investments and loans and was scaled back to the recovery and liquidation of existing investments and loans.
