The Japan Maritime Self-Defense Force Okinawa Base Group and the 4 major mobile operators have concluded an agreement establishing a detailed cooperation framework aimed at the early restoration of communications following disasters in Okinawa Prefecture. The agreement covers information sharing and training during normal times, as well as mutual support for transporting and providing communications equipment and personnel for restoration efforts during disasters.
The Japan Maritime Self-Defense Force Okinawa Base Group, NTT DOCOMO, OKINAWA CELLULAR TELEPHONE COMPANY, SoftBank Corp. and Rakuten Mobile have concluded a detailed cooperation agreement aimed at the early restoration of communications services following disasters in Okinawa Prefecture.
Under the agreement, the parties will cooperate to secure communications during disasters by supporting the transport of communications equipment and restoration personnel using JMSDF vessels and other resources, and by providing facilities to serve as operational bases and power-supply equipment. During normal times, they will share information regularly and conduct joint training.
The geographical characteristics of Okinawa Prefecture, including its many remote islands and the resulting constraints on transporting the equipment and personnel needed to restore communications, are cited as background to the agreement. Based on a separate agreement concluded on 20 January 2026, the latest agreement aims to make operations in Okinawa Prefecture more effective.
The areas of cooperation include priority transport support during disasters, establishing information-sharing procedures, providing facilities and power-supply equipment for restoration activities, and conducting training during normal times. The parties plan to continue strengthening cooperation and training in preparation for emergencies.
