The overbilling totaled approximately ¥14 million over 3 years and is believed to have affected up to 4.92 million accounts covering 32 months of electricity charges.
The Kansai Electric Power Company announced that it had overbilled residential electricity customers beginning in April 2024 and reported the cause and preventive measures to the Ministry of Economy, Trade and Industry.
The total overbilling was approximately ¥14 million. The charges for up to 4.92 million accounts covering 32 months, including municipal streetlights and agricultural facilities, are believed to have been affected, with overbilling of up to ¥1 per contract per month.
The cause was explained as a mix-up in the index used as the basis for calculation in the contract documents, resulting in the discount rate being calculated too low.
As preventive measures, the company plans to clarify in its manuals the definitions of the indices used as the basis for calculating charges and the relationships between the indices, while tightening the wording of contract documents with Kansai Transmission and Distribution, Inc.
