Six months after the bicycle traffic violation ticket system, known as the blue ticket system, took effect, NCD株式会社 surveyed members of the monthly bicycle parking facility “ECOPOOL(R)” about bicycle traffic rules and the riding environment. The survey found marked changes in bicycle users’ awareness and behaviour.
After the bicycle traffic violation ticket system, known as the blue ticket system, took effect, 85.9% of respondents said that their awareness had changed when riding a bicycle, while 77.2% said that their behaviour had changed.
The most common specific behavioural change was becoming more conscious of riding on the road, cited by 65.2%, followed by becoming more conscious of stopping temporarily, cited by 59.1%.
On roads where the carriageway and sidewalk are separated, 70.5% currently ride on the road or close to the road, compared with 30.2% before implementation, suggesting a possible 2.3-fold change.
The survey also provided supplementary information on the conditions under which bicycles may be ridden on sidewalks. It was conducted from 2 September 2026 to 23 September 2026, with 194 valid responses, of which 149 were included in the analysis.
