The Bibai City Chashina Solar Power Plant in Bibai, Hokkaido, began operations on 30 September 2026. The generating equipment has a module output of 3,249 kW and PCS output of 1,990 kW, while Sustech will serve as aggregator, handling both market sales of electricity and supply-demand operations on an integrated basis.
The Bibai City Chashina Solar Power Plant is located in the Sorachi Industrial Park in Bibai, Hokkaido, where HAZAMA ANDO CORPORATION began operations as the operator. The plant has a module output of 3,249 kW and PCS output of 1,990 kW. It is HAZAMA ANDO CORPORATION’s first power plant owned and operated in Hokkaido and the largest among its power plants.
Sustech provides integrated supply-demand operations for the plant using ELIC, a distributed power management platform. It handles power generation forecasts, the preparation and submission of generation plans, electricity trading, and the management and analysis of operating results, helping to mitigate fluctuations in solar power generation and maximize the value of renewable energy.
Looking ahead to the potential supply of electricity to companies in Hokkaido, the company plans to promote operations in cooperation with power producers, with the aim of improving the profitability and effective use of renewable energy sources.
ELIC is described as a next-generation energy management system that uses AI for the management, forecasting and optimal control of distributed power sources, with the aim of realizing an era of zero power outages.
