Russia ordered assets held in the country by Japan Tobacco Inc. (JT) to be transferred temporarily under the administration of a local company and signed a presidential decree to that effect. Ownership of the assets will be retained, but effective control is expected to be lost.
On the 5th, Russian President Vladimir Putin ordered assets held in Russia by Japan Tobacco Inc. (JT) to be placed under temporary administration and promulgated the decree. As a result, JT’s Russian operations will be run under the administration of a local company. While nominal ownership will be retained, practical management control will be limited.
The temporary administration system was established in 2023 to counter the freezing of Russian assets by Western countries and others. Companies legally retain control of their assets, but in practice the Russian side has the upper hand in their administration. According to Interfax, this is reportedly the first time that the assets of a global tobacco company have been placed under the administration of a Russian company.
JT International (JTI) has operated in Russia since 1999 and at one point held the leading position in the Russian market. It has 4 production sites in the country and approximately 4,000 employees. JT commented that it is prioritizing its employees and stakeholders while carefully assessing the situation and future options.
The move is viewed as mobilization of external relations, including pressure on Japan, but the full picture of future measures and their impact has not been officially disclosed.
