The chairmanship of Kudo-kai, a specifically designated dangerous crime syndicate in Kitakyushu, is expected to change from its fifth chairman, defendant Tagami Fumio (田上不美夫), to its No. 2, Chairman Goto Yasushi (後藤靖), who is expected to become the sixth chairman. It is believed to have held a succession ceremony on the 31st.
According to investigative sources, with defendant Tagami Fumio (田上不美夫) remaining in long-term detention, the organisation is expected to appoint a successor in order to keep it operating. Chairman Goto Yasushi (後藤靖), 51, is expected to become the sixth chairman.
Defendant Tagami is listed in the Official Gazette as both chairman and representative, but the Fukuoka Prefectural Police are analysing whether the chain of command will formally change. As of the 31st, the succession ceremony is believed to have been held at a location connected to the organisation, but no formal announcement has yet been made.
Kudo-kai’s leadership changes for the first time in 15 years. In the previous change, defendant Nomura Satoru (野村悟) resigned in 2011 and the chairmanship changed from him to defendant Tagami. It has also been pointed out that defendant Nomura remained the de facto leader as supreme leader thereafter.
In terms of the organisation’s size, its strength in the prefecture, including associate members, declined from approximately 1,210 at its peak following the prefectural police’s “Operation Summit” to approximately 210 at the end of 2025. Meanwhile, some affiliated organisations are seeking to survive by expanding into the Kanto region.
