Kawasaki Ward Office, NEC Corporation and the general incorporated foundation Diversity Research Institute have begun a proof-of-concept study of needs assessment for foreign residents. A multilingual web survey and analysis of response data are expected to provide baseline data for multicultural coexistence policies.
Kawasaki Ward Office, NEC Corporation’s Kanagawa Branch and the general incorporated foundation Diversity Research Institute began a proof-of-concept study on needs assessment for foreign residents on 30 September. The study will involve a multilingual web survey of foreign-national residents of Kawasaki Ward, collecting response data on household circumstances, Japanese-language ability, employment, income and other matters.
Anonymized response data will be cross-analyzed using an analytical tool provided by the proposers to identify trends in foreign residents’ Japanese-language ability and living challenges. The data will serve as baseline data for the ward’s multicultural coexistence policies and is also expected to be used for operational improvements.
The agreement date was 30 September 2026. The parties plan to begin the web survey by the end of the year, targeting approximately 16,000 households in total. The proposers are NEC Corporation’s Kanagawa Branch and the general incorporated foundation Diversity Research Institute. Kawasaki Ward Office will manage personal information and provide the proposers with anonymized data and analysis results.
Details of the future schedule and agreement are expected to be announced again following discussions. Conducting the needs assessment for foreign residents and preparing a report are listed as the parties’ respective responsibilities.
