The Japanese and US governments announced plans to develop a new semiconductor fab in New York State at a cost of up to $21 billion. Japan’s Tokyo Electron and Renesas Electronics are involved, with opportunities expected to emerge in the future.
A project to build a new semiconductor manufacturing facility in New York State, US, has been announced, with the total project cost expected to reach as much as $21 billion (approximately ¥3.3 trillion). The new facility will be operated by US contract manufacturer GlobalFoundries. From Japan, Tokyo Electron will assist with construction, while Renesas Electronics has indicated an interest in purchasing products from the facility.
The project is part of a strategic investment initiative announced by the Japanese and US governments in September 2025 and is positioned as a framework for investment in the US. Under the initiative, a consortium led by SoftBank Group is also proceeding with the construction of an AI data center in Ohio.
As an initial phase, the plan calls for approximately $10 billion to be invested in constructing the first facility on land owned by GlobalFoundries in Malta, New York. Construction is scheduled to begin by the end of 2026, with operations scheduled to start in 2029. Once fully operational, the facility is expected to have annual production capacity equivalent to 900,000 300mm wafers. Construction of a second facility is also being considered through additional investment, potentially bringing total investment to as much as $21 billion.
