Efforts to accelerate industrial-park development in Hai Phong are advancing land development and infrastructure improvements in parallel, with the initial plots targeted for handover by the end of 2026.
In Hai Phong, land development and infrastructure improvements for new industrial parks are progressing in parallel, with work on land leveling, power distribution, water supply and drainage being expedited. The goal is to complete the technical infrastructure for Phase 1 by the end of this year and hand over plots to secondary investors in the fourth quarter of 2026.
As of the end of September 2026, approximately 148 hectares of Hong'an District's total area of 197.16 hectares had been developed, representing 75% progress. In parallel, investors are developing the remaining plots while organizing multiple construction teams to prioritize the developed land.
The investor, Hai Phong International Industrial Park JSC, aims to minimize the subdivision of plots to be handed over to secondary investors and achieve an early, orderly handover. Progress on land allocation, infrastructure development and the acceptance of secondary investors is mutually interconnected.
In the first 9 months of 2026, 6 industrial parks were established and investment and investor approvals were obtained. Construction began at 9 industrial parks, while foreign investment exceeded $3.638 billion, up approximately 64.4% year on year and reaching 93.3% of the annual plan.
A report from the 5th Hai Phong City Party Committee meeting said that 58 projects are expected to complete construction and begin preparations for operations in the second half of 2026. Of these, 40 are in economic zones or industrial parks and 32 are industrial production projects; 15 had been completed by August.
Improved production capacity is seen as a factor accelerating regional growth. GRDP in the third quarter of 2026 is projected to rise 13.09% quarter on quarter, while the cumulative growth rate for the first 9 months is expected to reach 12.08%. The expansion of production capacity at factories completed and brought into operation by year-end is expected to contribute to further capacity expansion from 2027 onward.
