In September 2026, Prime Minister Le Minh Hung called on Japanese companies to strengthen cooperation with Vietnamese companies and promote investment, outlining a policy of deepening cooperation in areas including high-tech agriculture, infrastructure, and digital transformation.
At the request of the Vietnamese government, Japanese companies are expected to support improvements in the management capabilities, technology, and production standards of Vietnamese companies, while working to create an environment that encourages deeper participation in Japanese companies' supply chains. Trade between the two countries was described as balanced and stable, with a high degree of complementarity. Japan has long been one of Vietnam's leading foreign investors and also holds an important position as a provider of official development assistance.
The prime minister called on Japan to continue promoting new-generation ODA, which is larger in scale and more efficient and offers more favorable procedures, citing such priority areas as high-tech agriculture, strategic infrastructure, urban development, high-speed rail, green transition, energy transition, digital transformation, science and technology, innovation, the semiconductor industry, and high-quality human resource development.
The two countries outlined a policy of transforming their investment relationship from the conventional investor-investee framework into a partnership aimed at mutual development through joint research, joint innovation, joint production, and participation in global value chains.
