The Ministry of Land, Infrastructure, Transport and Tourism is considering a system under which some foreign-flagged vessels would be treated as Japanese-flagged vessels. The aim is to enable the government to order vessels to sail for the rescue of Japanese nationals and the transport of supplies during emergencies.
In light of developments such as the worsening situation in the Middle East, the Ministry of Land, Infrastructure, Transport and Tourism has begun considering a system under which some foreign-flagged vessels would be treated as Japanese-flagged vessels to ensure the transport of supplies during wars and disasters. A policy has been outlined to seek amendments to the relevant laws in the future.
Under the proposal, foreign-flagged vessels borrowed by Japanese companies from overseas subsidiaries would be treated as Japanese-flagged vessels. Adjustments such as tax incentives are also being considered. Under the current Maritime Transport Act, the government has the authority to issue orders concerning Japanese vessels during emergencies, but domestic shipping companies frequently operate foreign-flagged vessels.
The review is expected to advance the design of a system to facilitate rescue and transport during emergencies. The focus is expected to be on realising the system through future legal amendments.
