NTT DATA Group and US-based Anthropic are reportedly in final talks to build a new AI data center on Osaka’s waterfront. Construction costs are estimated at up to ¥1 trillion, with total power intake capacity of up to 500MW. The plan targets partial operations as early as 2028.
According to reports dated 13 October 2026, NTT DATA Group and Anthropic are in final talks to build a large-scale AI data center in a coastal area of Osaka Prefecture. Construction costs for the project are estimated at up to ¥1 trillion, while total power intake capacity is reportedly up to 500MW, and partial operations could begin in 2028. This could create one of Japan’s largest AI computing platforms in Osaka.
Factors behind the location include Osaka’s communications infrastructure, supported by the growing concentration of internet exchanges, the Keihanshin industrial cluster and the distribution of facilities away from the Tokyo metropolitan area. At the same time, although the waterfront has sites available for development, including former factory land, materials from Osaka Prefecture indicate that the power grid has limited spare capacity and that reinforcement would take time. The project is expected to proceed while addressing the issues involved in light of the current availability of land and power supply.
