Development Bank of Japan President Maki Hirofumi (牧裕文) indicated a policy of deepening cooperation with regional banks and building a framework to stimulate the circulation of funds in regional economies. The aim is to enhance regional financial institutions’ lending capacity by having DBJ assume part of the risk associated with funding high-risk areas in which regional banks find it difficult to invest.
Specifically, DBJ will advance efforts to introduce regional banks to lending opportunities arranged in Tokyo and overseas, while encouraging their participation in equipment finance and supporting them in developing expertise in diverse funding methods. The plan is to provide regional banks with access to DBJ’s large-scale transactions and specialized expertise.
In an interview with Bloomberg, Maki Hirofumi (牧裕文) also expressed a willingness to provide risk capital for trillion-yen-scale M&A transactions, outlining plans to expand the provision of equity and mezzanine financing in addition to lending. DBJ has previously provided mezzanine financing on a scale of several hundred billion yen.
After taking office, Maki emphasized his intention to strengthen DBJ’s role as a policy-based financial institution in both the regional economy and large-scale industrial restructuring. The policy of making multilayered use of its funding capabilities in cooperation with regional financial institutions could affect both regional funding demand and large-scale transactions.
