The 3 regional banks of northern Tohoku announced that they had begun discussions on an equal-status business integration. They are targeting integration in April 2028, with total assets expected to reach approximately ¥13.3 trillion, raising the possibility of creating the largest regional banking group in Tohoku.
On 2 October, プロクレアホールディングス, which owns 青森みちのく銀行, 岩手銀行 and 秋田銀行 announced that the 3 banks had begun discussions on a business integration. The integration will proceed through a holding company structure rather than a merger, making it an unusual restructuring in which all 3 banks move forward simultaneously.
The simple aggregate of the 3 banks' consolidated assets as of the end of March 2026 is approximately ¥13.3 trillion. If realised, the deal is expected to create Tohoku's largest regional banking group, surpassing Miyagi-based 七十七銀行. The relationship between 岩手銀行 and 秋田銀行 had already been strengthened, and the banks entered into a comprehensive business alliance in 2021 to promote sales cooperation and joint administrative operations.
The restructuring is an equal integration of 3 banks across prefectural borders. The absence of a lead player is viewed as a factor that increases the difficulty, making the structure different from previous patterns of regional-bank consolidation. The path toward completing the integration and the issues involved are expected to be analysed based on interviews with the Financial Services Agency and market participants.
