The management integration of Daishi Hokuetsu Financial Group and Gunma Bank is approaching its scheduled launch in April 2027, with the post-integration structure and its impact on the regional economy becoming the focus. A report also found that around 70% of small and medium-sized companies in Niigata Prefecture said the integration would have “no” impact.
Daishi Hokuetsu Financial Group and Gunma Bank reached a final agreement in March 2026 on their management integration, scheduled for April 2027. The new holding company, the “Gunma-Niigata Financial Group,” is planned to be headquartered in Tokyo, with Daishi Hokuetsu Bank and Gunma Bank becoming wholly owned subsidiaries.
The integrated group’s consolidated total assets are expected to reach ¥21.6962 trillion on a simple-sum basis as of the fiscal year ended March 2026, creating a regional bank group that will rank behind Fukuoka Financial Group and Yokohama Financial Group in scale. At the Gunma-Niigata Financial Group, around 100 employees are expected to work in departments responsible for areas including corporate planning and risk management, with half assigned from each company. The group is moving ahead with practical integration, including simulations of operations at three locations, including Tokyo.
A number of challenges remain, however. Views include that the cross-prefectural restructuring faces limited economic ties between Niigata and Gunma, and that although it will not involve the consolidation or closure of branches, its cost-cutting benefits will be limited. Of the 114 small and medium-sized companies in Niigata Prefecture, 71.9% said there was “no impact or effect,” while some voices also cited a lack of understanding on Gunma Bank’s part. Greater coordination is being sought in making regional information more visible and strengthening support for small and medium-sized companies.
