The Shenzhen Municipal Science and Technology Innovation Bureau has issued the Administrative Measures for Supporting the Transfer and Commercialization of Scientific and Technological Achievements, establishing 3 types of support: technical contract support, subsidies for technology transfer institutions, and subsidies for senior professional technology managers. The measures are intended to promote the transfer of technological achievements and the development of the National Technology Transfer South Center.
On 27 August, Shenzhen issued the Administrative Measures for Supporting the Transfer and Commercialization of Scientific and Technological Achievements in Shenzhen. The measures are intended to promote the transfer and commercialization of scientific and technological achievements, foster highly specialized technology transfer institutions, strengthen the pool of technology manager talent, and accelerate the development of the National Technology Transfer South Center.
The measures establish 3 types of support: technical contract support, subsidies for technology transfer institutions, and subsidies for senior professional technology managers. Each measure sets eligibility requirements, subsidy rates and caps for applicants.
Technical contract support is available to legal entities and non-legal-person organizations conducting actual business activities in Shenzhen. The subsidy is 3% of the previous fiscal year's technical transaction revenue, subject to an annual cap of RMB 2 million.
Technology transfer institution subsidies are available to institutions registered in Shenzhen. The subsidy covers 50% of the relevant expenses incurred by the applicant in the previous year, subject to an annual cap of RMB 1 million or RMB 5 million, depending on the category.
Senior professional technology manager subsidies are available to individuals who hold an advanced certificate recognized by a national technology transfer talent development base and whose eligible projects have already achieved commercialization of the relevant achievements. The subsidy is 2% of the value of achievement commercialization supported in the previous fiscal year, subject to an annual cap of RMB 500,000 per individual.
The measures also note the existence of a program under which promising seed-stage projects are registered in cooperation with international institutions.
