JERA, Japan's largest power generator, Dell Technologies and UK AI infrastructure company Realm are considering commercializing a plan under a memorandum to standardize AI computing infrastructure as an integrated system with the power grid. A facility of up to 400 MW will be colocated with the Chiba Thermal Power Station, with total investment exceeding ¥2.3 trillion and operations targeted for around 2028. Separately, Constellation Energy and Amazon have signed a 20-year power purchase agreement for the Calvert Cliffs nuclear plant, with the plan including uprated capacity from existing output. There are also reports of moves by Tencent and Oracle to lease 100,000 AI chips overseas for five years.
JERA, Japan's largest power generator, Dell Technologies of the United States and UK AI infrastructure company Realm signed a memorandum on 1 October 2026 to explore commercializing a plan to integrate and standardize everything from power generation to AI computing infrastructure. The first facility will be colocated with the Chiba Thermal Power Station and is expected to provide AI infrastructure on a scale of up to 400 MW. Total development investment is expected to be at least ¥2.3 trillion, with operations targeted for around 2028.
Large-scale data center development faces challenges including delays in connecting to the transmission grid and the need for bespoke designs. In Chiba, the companies are considering a system that would supply power directly from the power plant without using the transmission grid. Dell will equip the infrastructure with rack-level systems under its "Dell AI Factory" platform, while Realm is expected to lead development and operations, with Apollo Global Management participating on the financing side. JERA also plans to expand the model to other thermal power stations in Japan, with the aim of supporting domestic AI computing infrastructure on a scale of several million kilowatts in the 2030s.
Constellation Energy, the largest nuclear power company in the United States, and Amazon.com announced a 20-year power purchase agreement covering the Calvert Cliffs nuclear plant in Maryland. The contract has a capacity of 690 MW, including approximately 190 MW of uprated capacity scheduled to come online between 2030 and 2032. The operating licenses for Units 1 and 2 currently run through 2034 and 2036, respectively. Against the backdrop of securing visibility on 20 years of revenue, the companies are expected to pursue relicensing and more than $3 billion in investment in the state. Power will be transmitted to the PJM grid. Amazon is moving to secure power supplies through 20 years ahead to meet AI demand in areas including Northern Virginia.
