A survey conducted by DG Business Technology, part of the デジタルガレージ Group, found that approximately 70% of respondents had not seen a reduction in fraud even after 3D Secure 2.0 became in principle mandatory for e-commerce websites.
DG Business Technology surveyed the security measures of 330 men and women in their 20s to 50s involved in operating e-commerce websites from 21 to 23 August 2026. The proportion who had not seen a reduction in the number of fraudulent incidents even after 3D Secure 2.0 became in principle mandatory reached 68.2%.
The most common reported trend in fraud incidents and increases in fraud was impersonation fraud, including the bypassing of 3D Secure, at 32.4%. Among security personnel, this method and chargeback fraud accounted for 48.5%, while account takeovers accounted for 42.6%, indicating a difference in awareness between personnel responsible for security and those who were not.
The most common measure respondents wanted to strengthen going forward was the development of internal security systems and employee training, at 33.6%, with a significant difference between security personnel and other employees. Staff shortages and insufficient information were among the leading factors hindering the identification of causes, while many cases also involved inadequate understanding of the amount of losses incurred.
Overall, the survey highlighted the lack of a perceived effect from fraud countermeasures even after 3D Secure 2.0 became mandatory, as well as differences in internal awareness and a shortage of specialised knowledge as challenges.
