Shimoyama Takashi (下山 貴史), who has taken office as president of 第一建設工業, aims to expand the business and enhance corporate value, focusing on railway construction in eastern Japan while advancing productivity improvements through digitalization and developing human resources with safety as the top priority. Appointed on 25 June, he has set out to build a foundation for sustainable growth through the implementation of the medium-term plan “Transformation 2030.”
第一建設工業, which operates from its base in Niigata across eastern Japan, including Tohoku and Shinetsu, is a general contractor whose strengths lie in the technical capabilities and proposal expertise it has developed through its railway construction business. The company aims to expand into track, civil engineering and construction. Its new president is Shimoyama Takashi (下山 貴史), who spent many years at East Japan Railway Company working on the maintenance of bridges and tunnels, seismic retrofitting and rainfall disaster prevention planning.
The company has adopted “Transformation 2030,” its medium-term management plan covering FY2026 onward, and has established four management priorities: safety first, improving customer satisfaction, enhancing employees’ job satisfaction and earning the trust of society. It is focusing on reforming its safety culture, digital and AI transformation, social contribution and genuine work-style reform, with a sales target of ¥70 billion for FY2030, the plan’s final year.
Realizing the management plan will depend on meeting demand as a partner of East Japan Railway Company for track inspections and maintenance, as well as the construction and repair of structures. On that basis, the company aims to achieve its targets by using digital transformation to pass on technical expertise and improve productivity, and by extending the technologies it has cultivated into private-sector and third-sector railway operations, public works and the construction field.
He said he wants to develop employees who can continue to ensure the safety and quality of railway construction and who approach challenges positively. With transformation and breaking away from the status quo as its slogans, the company seeks people who think about how something can be achieved rather than looking for reasons it cannot be done, and who are willing to take on challenges. Upon taking office, Shimoyama Takashi (下山 貴史) will carry forward the spirit expressed when the company changed its name in 1957: “safety first, trust first and technology first,” and aims to make 第一建設工業 a company highly regarded by local communities, customers and partner companies.
