フレクト was awarded a contract to design and develop the inventory management system for the next-generation V4 of the common internal management system for travel expenses and other matters for fiscal 2026, ordered by the Digital Agency. The project will use a cloud-first environment and AI-driven development methods. Salesforce and the Government Cloud will be used to improve operational efficiency and make the UI/UX more intuitive. The winning bid amount is ¥210 million.
As background, Japan's government digital transformation is advancing cloud migration and infrastructure standardization, while the government-wide SEABIS system has faced challenges related to long-term operation and reduced flexibility for modifications. The Digital Agency is pursuing a transition based on cloud-native principles, increasing the presence of companies with strong cloud technology capabilities in place of the conventional structure centered on major systems integrators.
According to the announcement, フレクト will handle the work from detailed requirements definition through basic design, implementation and testing. Salesforce will be adopted as the system platform, with thorough use of its standard functionality under a Fit-to-Standard approach. Data integration will be conducted on the Government Cloud (AWS), and IaC will be introduced to achieve a cloud-native configuration. The company will apply its expertise in AI-driven development using generative AI to improve the efficiency of design and implementation and make the UI/UX more intuitive.
In terms of its technology and organizational capabilities, the company has 1,860 Salesforce-certified professionals and 288 AWS-certified professionals, and will undertake the project against a backdrop of experience serving government agencies. The winning bid amount has been disclosed as ¥210 million, and the project will be advanced around integration between a SaaS platform and the Government Cloud.
Looking ahead, the company aims to support the Digital Agency's system renewal from a technology perspective, improving the efficiency of administrative work and the quality of public services. The project is expected to serve as a model case for standardizing and consolidating SEABIS, with the aim of accelerating proactive digital transformation in the public sector centered on cloud and AI.
