Kobe City and Kobe Electric Railway announced that they will begin providing free passes to support community service activities by students and revitalize areas along the railway's routes. Eligible applicants are student groups that continuously engage in community service activities, such as creating safe spaces for children and conserving satoyama areas, as well as organizations that host such activities.
The passes can each be used once on all lines except the Kobe Kosoku Line, with up to 600 passes provided free of charge in total. Specific terms of use and application procedures will be announced at a later date.
Kobe City identified the aging population and declining population in areas along the railway's routes as challenges, and has indicated a policy of acquiring shares in Kobe Electric Railway in July 2026 to promote urban development integrated with the railway.
Applications will be accepted from organizations through 20 November.
