Da Nang is proceeding with the procedures to become a full APCS member and aims to strengthen cooperation with municipalities in Japan and South Korea, including Fukuoka. Disaster prevention and response initiatives were shared at the APCS meeting, and cooperation toward sustainable urban development was also discussed.
A Da Nang delegation attended the 15th APCS in Fukuoka, Japan, and reported on progress toward full APCS membership. The theme of the meeting was cooperation and co-creation, and Da Nang presented its transition from disaster prevention to adaptation and recovery by integrating nature, infrastructure, data and local communities. The delegation included representatives from the Department of Construction, Department of Environment, Department of Foreign Affairs, and the Civil and Industrial and Technical Infrastructure Investment and Construction Board.
Da Nang said it would prioritize securing space for water resources based on disaster risks from the planning stage, and would strengthen the identification of water areas and protection of flood-control zones in its 2050 urban master plan. It also outlined a three-layer concept combining gray infrastructure, including reservoirs, sewers and canals, blue-green infrastructure and digital infrastructure, as well as nonstructural measures to strengthen coordination with upstream areas and cooperation among municipalities.
In the third paragraph, Da Nang expressed its intention to work with international cities and organizations to promote data use, early warnings, climate-change financing and community-based adaptation. The report also referred to plans to prepare a specific project list and expectations for technical assistance. Cooperation is expected to continue toward digital transformation, smart-city development and the creation of an innovation ecosystem through stronger ties with local governments in Japan and South Korea.
Da Nang plans to participate on 21 October in a study program covering waste-treatment and sewage-treatment facilities in Fukuoka Prefecture, promoting practical cooperation through on-site investigations. Reports also said it would deepen cooperation through the renewal of a friendship and cooperation agreement with Gwangyang and bilateral meetings with local governments in Japan and South Korea, while promoting cultural exchange, investment cooperation and human-resource development with support from the Consulate General of Vietnam.
