The Ministry of Education, Culture, Sports, Science and Technology published the FY2025 financial results of 85 National University Corporations. Twelve corporations, including the University of Tokyo, reported losses. Higher expenses at affiliated hospitals were cited as the primary cause, and the number of loss-making corporations decreased from the previous year.
Net income for all National University Corporations was ¥35.4 billion, down 22% from FY2024. Expenses increased due to inflation and higher personnel costs, while ¥42.1 billion in operating grants was secured through a supplementary budget. Affiliated hospitals posted an ordinary loss of ¥24.4 billion, as the impact of higher medical service fees was insufficient to offset the increase in medical expenses.
The increase in spending at affiliated hospitals had a significant impact on the universities that reported losses. The University of Tokyo also recorded losses in operations other than its affiliated hospital, and the Ministry of Education, Culture, Sports, Science and Technology indicated that it would continue efforts to improve management. Tokyo University of Science was also affected by increased upfront investment toward designation as a university for international excellence in research.
In FY2026, the revision of medical service fees for affiliated hospitals is expected to have an improvement effect of approximately ¥40 billion. Regarding future budget funding, the ministry indicated that it intends to include the necessary budget in its FY2027 budget request, and said it would make every effort to contribute to Japan's growth and the development of society.
