Initiatives to promote off-peak cargo movements at the Port of Tokyo have been carried out each fiscal year, with benefits including shorter waiting times before the gates and reduced driving time. Each fiscal year, shippers and logistics operators have worked together to build and expand a model that concentrates cargo movements in the morning.
At the Port of Tokyo, an “off-peak cargo movement” model is being promoted to ease logistics congestion by carrying out cargo movements during periods when container terminals are relatively less busy, such as in the morning. In fiscal 2024, 112 cargo movements were carried out in the morning using the Tokyo Port depot and shipper depots, through cooperation centered on 10 shipper companies. Shorter waiting times before the gates and reduced driving time for drivers were confirmed.
In fiscal 2025, the period ran from 4 November to 12 December 2025, and 427 cargo movements were carried out, including 415 in the morning. The participating companies comprised 15 shippers and 1 group. Efforts were made to improve transport efficiency through cooperation among multiple companies and expand the use of morning time slots. As a result, progress in overall logistics efficiency was reported.
In fiscal 2026, an off-peak shuttle transport demonstration project will be conducted over six weeks, from 9 November 2026 to 8 January 2027. The participants will comprise the equivalent of 26 companies in 4 groups requesting port-internal shuttle services and 4 port-internal shuttle operators. In addition to concentrating transport between depots within the port, the project will also test the provision of shared chassis.
