US legal AI company Harvey is entering the Japanese market. It plans to open a Tokyo office in early 2027 and partner with Legalscape to integrate Japanese legal information, potentially affecting due diligence for overseas M&A and the conduct of contract negotiations.
Harvey is a US legal AI company with more than 3,500 customers in over 85 countries. Its valuation has reached $15.5 billion, and it has been developing cooperation in the Japanese market with Mori Hamada & Matsumoto. Just before entering Japan, it announced a partnership with Legalscape for Japanese legal research, establishing a system that enables users to access Japanese laws and regulations through Harvey.
Harvey plans to open a Tokyo office in early 2027. In Japan, it intends to focus primarily on the legal departments of large companies and major law firms. Its strengths lie in its financial resources, international track record and ability to use Japanese legal data through partnerships with companies such as Legalscape.
Domestic companies such as LegalOn are also strengthening their presence. Competition in legal SaaS is shifting from model intelligence toward the quality of connected legal information and operational design suited to the Japanese market. Companies are increasingly focusing on contract management, multilingual support and traceability of sources, in addition to contract review.
