The Ministry of Finance and the Ministry of Economy, Trade and Industry have launched a joint investigation to decide within one year in principle whether anti-dumping duties are warranted on imports of pigments and preparations based on Chinese-origin rutile titanium dioxide.
The Ministry of Finance and the Ministry of Economy, Trade and Industry announced on 16 October 2026 that they had launched a joint investigation into whether anti-dumping duties should be imposed on imports of pigments and preparations based on Chinese-origin rutile titanium dioxide. The investigation is expected to be completed within one year, in principle.
The products covered are pigments and preparations based on Chinese-origin rutile titanium dioxide, excluding the Hong Kong and Macao regions. They are generally fine white powders with high hiding power and weather resistance, and are used in automotive and architectural coatings, printing inks, and resin coloring.
The investigation will provide interested parties with an opportunity to submit evidence and conduct fact-finding surveys of Chinese companies and domestic Japanese companies to determine the status of imports of dumped products and whether they have affected domestic industry. The authorities will decide whether duties should be imposed based on WTO agreements and domestic laws and regulations.
