The Cyber Police Bureau of the National Police Agency and Microsoft Japan signed the “Agreement on Promoting Public-Private Cooperation in Addressing Cyber Incidents” on 7 September 2026. The agreement identifies prevention of cyber incidents, preventing the spread of damage, sharing information to support investigations, and education and awareness-raising for the next generation as its main areas of cooperation.
The specific scope, frequency, procedures and performance indicators for information sharing under the agreement have not been disclosed. The details of implementation will be determined following a separate agreement between the parties.
Microsoft has a track record of providing support through the sharing of threat intelligence globally. In 2025, such support contributed to a joint investigation by the National Police Agency and India’s Central Bureau of Investigation into the apprehension of suspects in a support scam targeting Japanese nationals.
The expected benefits of the agreement include earlier detection, preventing the spread of damage, facilitating links to international investigations, support for victims, and stronger education and prevention efforts. At the same time, no KPIs have been disclosed, and it has also been pointed out that the agreement contains no provision for the comprehensive sharing of customer data.
