Minato City, Ito Kyozai-sha, and Daio Paper Corporation signed 2 agreements on 27 October 2026 to stockpile and supply paper diapers and other items used at childcare facilities in preparation for disasters.
Minato City, together with Ito Kyozai-sha and Daio Paper Corporation, signed the “Tripartite Agreement on Disaster Support for Paper Diapers and Other Supplies at Childcare Facilities and Other Sites” and the “Agreement on Cooperation in the Provision of Supplies During Disasters” to improve childcare conditions and strengthen local disaster preparedness. The agreements include securing paper diapers and other supplies for use during disasters and introducing a rolling-stock system, under which supplies are replenished through their use in childcare during normal times.
During disasters, approximately 3 days' supply of paper diapers and other items stockpiled at childcare facilities and other sites will be used for children and others. The 3 parties will also work together to strengthen arrangements for securing and supplying paper diapers and related products, sanitary products, wet wipes, toilet paper, and other items at evacuation shelters and elsewhere to support residents. The signing ceremony was held at Minato City Hall, with attendees including the Mayor of Minato City, the representative director of Ito Kyozai-sha, and a director and managing executive officer of Daio Paper Corporation.
The agreements and their main provisions are the Tripartite Agreement on Disaster Support for Paper Diapers and Other Supplies at Childcare Facilities and Other Sites, and the Agreement on Cooperation in the Provision of Supplies During Disasters. Going forward, Minato City plans to work with the 2 companies to strengthen support arrangements during normal times and ensure the smooth supply of goods during disasters.
