Setagaya Ward, Tokyo, announced that it plans to hold talks with the next-ranked Starts Corporation Group in connection with the suspension from bidding of Tokyu Community in the DBO tender for the Kamiyoga Park Expansion Project.
Setagaya Ward, Tokyo, said it plans to hold talks with the next-ranked candidate, Starts Corporation Group, after Tokyu Community, the lead company of the group selected as the preferred negotiating party in a publicly solicited proposal for the Kamiyoga Park Expansion Project under a DBO model, was suspended from bidding. The talks are expected to continue for the time being, with discussions expected to resume with the group serving as the lead company.
The proposed price was ¥28.499214 billion, excluding tax.
The project will expand the approximately 1-hectare park, which opened in 2016, by using the approximately 3.1-hectare former site of the Yoga Housing complex for national government employees next to the park. The plan calls for the construction, maintenance and operation of a three-story-above-ground, one-story-below-ground gymnasium with an arena and restaurant, with a total floor area of approximately 13,300 square meters, as well as a disaster-prevention plaza.
The future schedule will be partly revised based on the proposal submitted by the Starts Group. A basic agreement is scheduled to be signed in December, followed by basic and detailed design. Park improvement and gymnasium construction work is scheduled to begin in December 2028, the entrance plaza is scheduled to open ahead of the rest of the project and the café, a privately operated revenue-generating facility, is scheduled to open in March 2030, and the entire project is scheduled to open in March 2032.
