西川精機製作所, based in Edogawa, Tokyo, has developed Blue Jay, a compact four-wheel mobility vehicle that can be driven by people aged 16 and over without a driver's license. Equipped with a round steering wheel and an all-weather body, it began raising funds through CF Angels on 7 August 2026.
Blue Jay is a four-wheel mobility vehicle compliant with the specified small motorized bicycle category. It uses an intuitive round steering wheel for vehicle operation and a four-wheel structure designed with an emphasis on stability. The standard exterior body shields occupants from rain and wind, providing a living space regardless of the weather.
The wind tunnel testing was conducted jointly with the College of Science and Technology at Nihon University. It demonstrated that the vehicle remained stable, with the tires staying in contact with the ground even in crosswinds of 15.1 m/s. The powertrain can be charged from a standard household 100V outlet, and research and development on hydrogen fuel cells is also under way.
Rather than building its own factory, the company has adopted a local production-for-local-consumption model by franchising repair shops and small manufacturing workshops nationwide. Cloud-based digital transformation is used to centrally manage quality and customers, while partner repair shops handle assembly, delivery and inspections.
The fundraising is being conducted as Project No. 42 of CF Angels, with the offering period running from 7 August to 25 September 2026. The target is ¥5 million, with a maximum of ¥50 million, and shareholders will receive discount vouchers for purchasing the vehicle.
