  1. FY2025-H1ReframedAnnual report

「Since the effective date of the amended ministerial ordinance, decommissioning contributions prescribed in Article 11, paragraph 2 of the Act on the Implementation of Reprocessing of Spent Nuclear Fuel in Nuclear Power Generation and the Promotion of Decommissioning, as amended by Article 3 of the amended Act, have been recorded as electricity business operating expenses. Previously, each nuclear operator was responsible for securing the funds required to decommission the commercial nuclear reactors it owned. Under the amended Act, each operator fulfills its cost-bearing responsibility by paying annual decommissioning contributions to the Organization for the Promotion of Reprocessing of Spent Nuclear Fuel and Decommissioning, while the organization assumes economic responsibility for securing, managing and disbursing the funds required for decommissioning.」

For decommissioning costs, the system shifted from requiring operators to secure funds individually to requiring them to meet their cost-bearing responsibility by paying decommissioning contributions to the organization.
  2. FY2019RestatedAnnual report

「Nuclear back-end operations are conducted over an extremely long term and involve uncertainty. This uncertainty has been reduced by government measures and other institutional arrangements, but nuclear back-end and nuclear fuel-cycle costs may fluctuate, potentially affecting financial performance, depending on revisions to the system, changes in estimates of future costs inside and outside the system, and the operating status of reprocessing facilities.」

The disclosure reconfirms that institutional measures reduce uncertainty, while costs may fluctuate because of the system, cost estimates and the operating status of reprocessing facilities.

The disclosure reconfirms that institutional measures reduce uncertainty, while costs may fluctuate because of institutional changes, estimates of future costs and the operating status of reprocessing facilities.
  4. FY2017RestatedAnnual report

「Previously, provisions for reprocessing of spent nuclear fuel and provisions for future reprocessing of spent nuclear fuel were recorded at the end of each consolidated fiscal year based on the estimated costs required to carry out the reprocessing of spent nuclear fuel and related activities, to the extent deemed to have accrued. From the effective date of the new system, however, an amount based on the quantity of spent fuel generated through the operation of specified commercial nuclear power reactors is paid as a contribution to the Organization for the Reprocessing of Spent Nuclear Fuel and recorded as an electricity business operating expense.」

For spent nuclear fuel reprocessing costs, the disclosure continues to describe the treatment following the system change to paying contributions and recording the amounts as operating expenses.
  5. FY2017-Q3AdvancedAnnual report

「On 1 October 2016, the Act Partially Amending the Act on the Accumulation and Management of Funds for the Reprocessing of Spent Nuclear Fuel in Nuclear Power Generation (Act No. 40 of 18 May 2016) and the Ministerial Ordinance Partially Amending the Ordinance on Electricity Business Accounting and Other Matters (Ordinance of the Ministry of Economy, Trade and Industry No. 94 of 30 September 2016) came into force. Previously, the estimated costs required to carry out the reprocessing of spent nuclear fuel and related activities were recorded as provisions. From the effective date of the amendments, an amount based on the quantity of spent fuel generated through the operation of specified commercial nuclear power reactors is paid as a contribution to the Organization for the Reprocessing of Spent Nuclear Fuel and recorded as an electricity business operating expense.」

The disclosure specifies the accounting treatment after the system took effect on 1 October 2016 and records the actual reversal of ¥164,687 million from the reserve for spent nuclear fuel reprocessing and related activities, among other amounts.
  6. FY2017-Q2Transition to a contribution-based funding systemAnnual report

「Previously, the costs required to carry out the reprocessing of spent nuclear fuel and related activities were recorded as provisions. From the effective date of the new system, however, an amount based on the quantity of spent fuel generated through the operation of specified commercial nuclear power reactors will be paid as a contribution to the Organization for the Reprocessing of Spent Nuclear Fuel and recorded as an electricity business operating expense.」

For spent nuclear fuel reprocessing costs, the institutional and accounting treatment changed from recording provisions to paying contributions to the Organization for the Reprocessing of Spent Nuclear Fuel and recording the amounts as operating expenses.
  7. FY2016First statedAnnual report

「Nuclear back-end operations are conducted over an extremely long term and involve uncertainty. However, based on government measures and other institutional arrangements, costs related to these operations are provided for through provisions for reprocessing of spent nuclear fuel and other provisions for future reprocessing of spent nuclear fuel.」

The disclosure identifies the extremely long-term nature of the operations, institutional revisions, estimates of future costs and the operating status of reprocessing facilities as factors that may cause costs to fluctuate.
