The reasons the company gives
The company's own explanation, not something inferred from the numbers. The delay in starting operations was caused by market-wide shortages and delivery delays of cubicles (electrical switchgear units), against a backdrop of a global shortage of transformer materials and a sharp increase in demand from data centers and other sources. For approximately 3 months after operations begin, the facility will be operated on a trial basis using a peak-shifting model. Thereafter, the company plans to enter the primary balancing market to improve the facility's operating rate and stabilize its earnings base.
